Rocky Mountain Offender Management Systems (RMOMS) is not a manufacturer of ELECTRONIC MONITORING equipment.  Rather, we are an independent service provider who specializes in managing multiple technologies and associated support services for criminal justice agencies, allowing officers in the field to manage their offenders without the traditional distractions associated with managing criminal justice technology.  RMOMS has also developed expertise in creating and managing full-service offender management programming for those agencies that do not have a traditional agency-based provider of these services.  RMOMS staff can consult with you to determine your programmatic need and create an offender management system for your agency, at little or no cost to the agency.

RMOMS believes that to truly provide the most secure tracking systems when working with an evolving technology like offender tracking and monitoring technology, is to have the flexibility to find, test, and deliver the latest versions of the most advanced technologies the various manufacturers are able to bring to the market.  RMOMS also believes that to provide the highest level of offender tracking and monitoring technology at the most economical level available, we must be in a position to test technology from nontraditional electronic monitoring companies. RMOMS is able to attract these companies because of our ability to insert various technologies into our suite of offender management equipment, rather than being locked into a long-term arrangement with a single manufacturer.  Manufacturers that are accepted into the RMOMS suite of equipment are aware that they are not granted any guarantees, and as such must compete every day for RMOMS, and by extension RMOMS’ customers, to continue to utilize their technology.   Over the years RMOMS has developed a strong ability to hold vendors accountable and therefore ensure consistent service to government agencies.

RMOMS’ chooses the best, most reliable and most cost-efficient of emerging electronic monitoring technology and, with our highly-trained offender supervision personnel and highly-accessible Community Service Centers; we can assist municipalities, counties, and states manage their offender populations within a limited budget.  Most programming or technology offered by RMOMS is paid for by the offenders themselves, (and entirely collected by RMOMS,) rather than being paid for by governmental agencies. 

Through our proprietary data management systems, in conjunction with our years of successful offender monitoring programming of tens of thousands of clients, RMOMS staff can provide offender management services to your agency as an adjunct to the case management being provided by your staff, or as a supplement to your services working off-site, without being a drain on your budget.
